Abstract
The objective of this study is to quantitatively assess the extent to which the implementation of Title 42 by the United States has influenced irregular migration through Mexico. The analysis draws on data from the National Institute of Migration concerning the detention of individuals in an irregular immigration status. Difference-in-differences models are estimated using both dichotomous and continuous treatments. The findings suggest that Title 42 may have contributed to an increase in irregular migration, particularly after two years of implementation and in Mexican municipalities located near the U.S.-Mexico border. A key limitation of the study is the simultaneity of Title 42 with the COVID-19 pandemic, which may have also induced substantial shifts in migration dynamics, thereby complicating efforts to isolate the specific effects of each factor.
